About the Project
The Kelly at 23rd is a large market-rate multi-family community located just off East 23rd Street in Panama City. The development consists of 300 apartment units across eight garden-style buildings totaling approximately 352,483 square feet. The residential buildings are three and four stories and offer one-, two-, and three-bedroom floor plans.
GCUC served as the site contractor responsible for the civil infrastructure and site-development work supporting the community. Our scope focused on preparing the property for vertical construction and delivering the underground utilities, access, parking, drainage, concrete, and finished site improvements required for the completed development. The apartment buildings and other vertical structures were constructed by others.
The completed community includes a large clubhouse, fitness center, swimming pool, grilling and recreation areas, pickleball court, dog park, bike storage, and walking paths. Together with the eight residential buildings and the parking and circulation network, these features required coordinated site infrastructure across a substantial development footprint.
